A 3-year-old Brooklyn girl was found fatally wounded before dawn on Friday with puncture wounds to her face and neck and strangulation marks, cradled in the arms of her mother, who was babbling incoherently, the authorities said.The girl was declared dead at Woodhull Medical Center, where her mother, identified by a law enforcement official as Brandi Nwegbo, 29, was in custody and undergoing psychiatric evaluation, the official said."There's no charges on the mother yet," said the official, who requested anonymity because the investigation is ongoing. "But we're almost positive she's the reason the child is dead."It was not immediately clear if other children had been taken from the apartment, at 1078 Putnam Avenue on the border of Bedford-Stuyvesant and Bushwick, or if the family had any prior interaction with the city's child welfare agency, the Administration for Children's Services.Officers from the 81st Precinct were summoned to the building at 4:14 a.m., the police said. The girl was in traumatic arrest.
